In the case of legal documents, what is being charged seems obvious; if the issues dealt with were properly adjudicated, they would result in significant financial penalties in the case of lawsuits for damages, and in either long prison sentences or execution for the criminal charges. The frightening possibility exists that judiciaries throughout the world have been so significantly corrupted such that many (all?) of these charges will never be adjudicated, no matter how correct the charges.
